How Harmful is Tank Smoke?

While traveling on interstate 95 you can see many sites. Among those sites are trees, mountain ranges and large tank domes spewing smoke up into the sky. You think to yourself, is that healthy? Then you see the small town near the large tanks, below the column of smoke. Are there health risks for those people, and are there any chemicals or toxins being let into the environment?
